It must be a project which seeks to advance science or technology
The project must resolve a scientific or technological uncertainty

These criteria can put off some businesses as they are still unsure of whether their work qualifies. However, clarification from the DTI shows that a wide range of activities are eligible. To qualify a project may seek to fulfil one of the following:

"R&D tax credits are the biggest single funding mechanism provided by Government for investment in business R&D."

adapt knowledge or capability from another field of science or technology
create or appreciably improve a process, material, product or service through scientific or technological methods
achieve a similar technology to something that already exists (eg something which is covered by trade secrets)
improve an existing technology or duplicate its effects in an improved way
